Maxwell Forrest (played by Vaughn Armstrong) was the Starfleet official in charge of the NX Project.
As a commodore, he supervised the first tests of the warp five engine. (ENT: "First Flight")
Later, as an admiral, he was responsible for superivising the ongoing mission of the NX-01 Enterprise. He authorized the early launch of Enterprise to return Klaang to Qo'noS alive despite the protests of Ambassador Soval. Forrest also officiated over the launching ceremony of Enterprise. (ENT: "Broken Bow")
